Dr. Clement designed and developed the U.S. Army’s leadership development programs, many elements of which remain as leadership doctrine for Army Soldiers and Officers worldwide. While developing the Army's leadership programs, Dr. Clement worked with Dr. Elliot Jaques combining Dr. Jacques’ background in human nature and social organizations with Dr. Clement’s background in leadership and military organizations. This led to their working together to assist Australia’s CRA (now Rio Tinto) in a major organizational reform program initiated in 1979 by CRA’s Managing Director, Sir Roderick Carnegie. Dr. Clement retired from the United States Army in 1979 after 20 years of distinguished service and established Organizational Design, Inc. (ODI) in his home state of Texas. ODI’s original charter was to provide organizational design advisory services in a partnership with Dr. Jaques, both for CRA in Australia and for the US Army. This work led to the authoring of two books: Requisite Organization published in 1989 in which Dr. Clement was a significant contributor, followed by Executive Leadership published in 1991 in which Dr. Clement and Dr. Jaques were co-authors. Dr Clement has continued to work extensively with the US military and civilian branches of the Uinted States Defense establishment, as well as extending his work into a wide range of civilian industries. For the past 7 years, he has been heavily engaged in transforming the Headquarters of the Department of the Army, to more effectively meet the needs of a rapidly changing economic and war fighting environment. Dr. Clement’s awards and decorations include several battlefield medals including The Soldiers Medal, The Bronze Star Medal, The Meritorious Service Medal, The Air Medal, The Army Commendation Medal for Heroism as well as several distinguished service awards e.g., The Legion of Merit, Military Medical Merit and in 2007, the United States Secretary of the Army Public Service Award. Dr. Clement has been a longtime member of the Army Science Board (ASB) and recently chaired the Innovation Panel for the ASB.
